The American - who is married to and coached by Australian BMX legend Sam - said in the lead-up to the rounds that Australia "feels like a second home to me", and she certainly looked at ease in the Goulburn Valley.
After taking out the title in round one on Saturday ahead of Aussie hope Saya Sakakibara and Columbian Mariana Pajon, Willoughby backed up her efforts on Sunday to reign supreme ahead of compatriot Felicia Stancil and French rider Manon Valentino.
“I am elated right now, I’ve never gone back to back with world cup wins, so I’m really proud of myself,” Willoughby told media after the triumphs.
“The conditions were ever-changing so I’m happy I could keep adapting, keep my head in the game and come out with two wins.”
The pair of victories has Willoughby clear atop the overall world cup rankings on 300 points, 70 ahead of Sakakibara - who finished fourth in the second round of racing.
Fellow Aussie Lauren Reynolds had a great weekend on home soil as well, finishing fifth and sixth to show consistency across the events.
Racing now moves north to Bathurst BMX Club for the next rounds of proceedings.
