"There was one guy hanging around and he was fine so we left him to his own devices," she said.
"Gradually more and more people turned up and it started to get worse and worse."
Ms Payne said there was a lot of drug use taking place in the vicinity, with needles found in front of her property and in the car park behind the lot.
She said the fitness studio had also been burgled and the people hanging around the area had also been known to bang on the centre's glass windows and continued to turn the hot water system off overnight.
"One person actually came in the front door and spat on the ground," Ms Payne said.
"Just in the last couple of weeks one of my trainers turned up early in the morning and some of the people approached her car and she had to drive away.
"I think they are just trying to get a rise out of us."
Ms Payne said she had visited Greater Shepparton City Council and the police numerous times, but both had said their hands were tied.
She said things had escalated in the past week after a fire was left alight inside the property last Friday, creating a large amount of smoke in the area.
"I need it to be secure, I need my clients and my team members to be safe."
A spokesperson for Greater Shepparton City Council said they were aware of the concerns and had been in contact with the owners of the property.
“Due to the property being privately owned, council do not have powers within the private property," the spokesperson said.
Shepparton police said arrangements had been made to secure the property.
"Council have been notified and arrangements have been made for the premises to be boarded up to prevent squatters gaining access," police said.
The owner of the property said they received a letter from council and had been working swiftly to make sure the property was secure with assistance of local police.
