The Goulburn Valley Waste and Resource Recovery Group has developed the survey to hear the communities views, concerns and priorities about the problem.
GVWRRG chair Seema Abdullah said the survey would assist in the development of a Regional Litter and Illegal Dumping Plan which would help address the issues in the region.
''Unfortunately, the issue of littering and illegal dumping are persistent problems in the region, Victoria and around Australia and while attitudes and behaviors have improved we need continued action to reduce littering and illegal dumping,'' Ms Abdullah said.
The survey takes 15 minutes to complete and asks people to share their experiences and ideas about rubbish, how rubbish has impacted them and ideas how it could be easily reported and prevented.
The GVWRRG is working with a range of regional councils including the Greater Shepparton City Council, Mitchell Shire and Strathboogie Shire to develop the plan.
Funding to develop the plan has been provided by the Victorian Government through Sustainability Victoria.
Ms Abdullah said she was looking forward to hearing the community views on the subject.
''We know our communities right across the Goulburn Valley take pride in their town and surrounds and we look forward to hearing from the community on some of the different aspects of littering and illegal dumping that have effected them,"Â she said.
People who complete the survey will have the chance to win a $100 EFTPOS giftcard.
