Both documents were considered at the council meeting on Wednesday, April 30, with feedback welcomed until Wednesday, May 28.
A community information forum will be held from 5.30pm on Tuesday, May 13 at the Benalla Civic Centre, 13 Mair St, Benalla.
The forum will provide an opportunity for the community to ask questions and offer feedback on the proposed budget and draft revenue and rating plan.
The proposed budget includes a three per cent rate rise in line with the Victorian Government’s rate capping system.
A $3.979 million surplus is projected, with a $12.629 million capital works program to be delivered.
Capital projects include $1.451 million to maintain sealed roads, a $1.161 million gravel road re-sheet program, $1 million to construct a pump track and $718,000 to drainage works.
Benalla Mayor Bernie Hearn urged community members to participate by reviewing and understanding the proposed budget and draft plan.
“I encourage everyone to take the time to read these documents, so you know how your rates are calculated and what you are being charged for,” Cr Hearn said.
“The information forum will be a great opportunity to ask questions and learn more about how the budget will shape our community.”

For people without internet access, hard copies of the documents are available for review at the Benalla Customer Service Centre and the Sir Edward ‘Weary’ Dunlop Learning Centre.
The 2025/26 budget and revenue and rating plan 2025-2029 will be considered for adoption at the council meeting on Wednesday, June 25.
