Brisbane are on top of the ladder and if they beat the Storm on Thursday night at Suncorp Stadium, a feat they have not achieved at the venue since 2009, they will finish with a club record 19 wins for the season.
Both teams will be without 11 regulars due to suspension, injury and a policy to rest players ahead of the start to the finals.
The Broncos are on 42 competition points, two ahead of Penrith, and a win will secure the club's first minor premiership since 2000.
"The minor premiership is important in acknowledging you are the best team and I feel, without being arrogant, that we have been the best team and the most consistent team all season," Walters said.
"I feel that ... has been shown by where we are on the table."
Walters said the decision to rest players was done with the "bigger picture" in mind, namely being at full strength for week one of the finals.
That said, Walters added that he expected his new look team to get the job done with five-eighth Josh Rogers and bench hooker Blake Mozer making their debuts.
"It is a really important game for us. We have set some really high standards this year and I expect those standards to be maintained," Walters said.
"We only made the decision (to rest players) after we beat the Raiders and secured two home finals.
"Then there were decisions around who to rest, and I believe we got it right. It also opens up an opportunity for guys like (centre) Delouise Hoeter, who have been training and playing hard without an opportunity to play in the NRL. It is a great reward for those guys.
"Tomorrow night is a great opportunity for us as a club to show who we are and what we stand for."
Walters urged 27-year-old Rogers to enjoy himself and back his skill.
"Josh has been one of the leading performers in Queensland Cup out at Wynnum all season," Walters said.
"He is a very calm sort of player ... a goal kicker, passes well and I am encouraging Josh with his running game tomorrow."
Walters said it was an opportune time to give Queensland U19s captain Mozer a run.
"Looking at training today he passes the ball nice and if he just does that and makes his tackles that will be a good start for what we believe will be a long NRL career," he said.
