Eddy finished first in the general classification with a time of 15.26:27 across the four stages.
In the 154km stage one, the Echuca rider was part of the main peloton, finishing four seconds behind a smaller group that crossed the line first with a time of 3.17:41.
Stage two was the longest, a 211.1 km trek, which saw 84 riders finish together in front as a large group recording a time of 4.41:55.
Eddy broke away in the 170.9 km stage three, being one of four riders that finished with a time of 3.40:15, 26 seconds ahead of the field.
The quartet also included Italian Alexander Konychev, who held a six-second overall lead over the Australian heading into the final stage.
In the 182.7km stage four, Konychev finished 41 seconds behind stage winner Keije Solen, with Eddy 15 seconds behind in the main peloton.
That gave the Echuca native an overall win by six seconds ahead of Belgian Maxence Place, with Konychev in third.
Eddy also had wins in shorter formats prior to and following the victory in France.
He took out the Ronde van Overijssel one-day race in May, and recently won the 186.9km Midden-Brabant Poort Omloop trek in the Netherlands.
Eddy and fellow Echuca rider Levi Hone — both with Team Brennan — also competed in the Visegrad 4 GP Slovakia race last week.
Eddy finished 34 seconds behind winner Alessandro Verre in the 138.8km race, making the podium in third.
Meanwhile, Hone was 70 seconds off Verre alongside Czechia’s Říman Jakub, which meant both Echuca representatives finished in the top 10.
