Prahran made light work of the run chase as Billington (20 runs) and fellow opener Nick Blaich (63) tore apart the Lions’ bowling outfit.
Blaich especially, with the keeper-batsman crunching six boundaries — with five hits sailing over the rope — in his 37-ball knock.
The pair put on 80 runs for the opening partnership and laid the perfect platform for the True Blues’ six-wicket win.
There was a possibility Billington could front up against fellow Shepparton products in the premiership decider, but it was not meant to be as Geelong suffered a narrow loss to Dandenong.
Geelong came within a whisker of progressing through, with Dandenong willing itself over the line in the final over of the match.
Chasing 6-219, Dandenong reached the target with three deliveries left.
Karramomus’ Josh McDonald showcased his excellent skills with the gloves and finished with a stumping in the loss.
Meanwhile, Central Park-St Brendan's product Josh Larkin (1-31) bowled strongly, as his brother Tyler chipped in with 22 runs with the bat for Geelong.
Goulburn Valley Bush Bash League marquee players James Nanopoulos and Peter Cassidy will line-up for Dandenong in the final.
