Helped by previously top ranked Moama's loss to Bamawm-Lockington United, the Blues moved to the number one position by tracking down the Flames’ 5-201 with just seven balls to spare.
The Flames batted first and would have been happy with their output, with opener Jesse Barker leading the way with 86.
Barker was helped by fellow opener Danny Kent (40), while Jayden Rosin chipped in with 24 runs further down the order.
Tongala lost openers Darin Ohlsen (12) and Jayden Tucker (27) to sit at 2-47, but its middle order took over with star bat Daniel Coombs still in elite form.
Coombs carved 83 not out off 94 balls and got help from Josh Thurston (27) and Dylan Cunningham (24) to get the win five wickets down.
Coombs now has 553 runs at 61.4 for the season.
The Blues were able to jump to the top of the ladder after Moama failed to chase BLU's 8-199.
The Cats were sent in to bat and were in massive trouble after losing a quick 3-14, but their middle-order steadied things with Liam Hamilton (77 not out) and captain James McPhee (42) the most dangerous players.
The Magpies got a great contribution from Jordan McGregor (57), but wickets tumbled around him as Joe Nicholls (4-33) caught fire.
Moama is level on points with Tongala, but the Blues take top spot with a far superior percentage.
Cooma also ended the round in finals contention, jumping Rochester for fourth position by beating it by three wickets.
The Two Blues had a dominant day in the field, limiting their opponent to 117, with only Sean Williams (30) and Tim Bubb (26) proving particularly hard to stop.
Mitch Barrett was the most damaging bowler taking 4-10 off nine overs, while Michael Hill and Drew Barrett each picked up a pair of wickets.
But the Two Blues found themselves in serious trouble in what should have been a straightforward chase, at one stage 3-18 after Angus Martin (3-21) picked up three early scalps.
But they found a match winner in Ethan Palma-Ludeman, who made an unbeaten 42 to steer his side to victory with Liam Barrett (35) also in form.
Echuca also had a win, defeating Echuca South by eight wickets, thanks to a classy 83 from opener Curtis Townrow.
