The mother of three and former Victorian emergency services minister died of breast cancer on July 2. She was 49.
Premier Daniel Andrews and his deputy, Jacinta Allan, led hundreds of mourners in honouring Ms Garrett at Brunswick Town Hall in Melbourne on Friday.
Tears flowed as former premier Steve Bracks remembered the ex-mayor and lawyer as a compassionate political figure and an amazing mother during his eulogy.
"She lived a meaningful profound life. She left this life way too early. But she left knowing that she left this world a better place," he said.
Numerous former and current Victorian politicians were in attendance, including Treasurer Tim Pallas, Opposition Leader Matthew Guy, former premiers John Brumby and Jeff Kennett, Equality Minister Harriet Shing and Liberal MP Tim Smith.
Upper house MP Mark Gepp served as master of ceremonies.
ARIA award-winning singer Tim Rogers performed a tribute.
Former Rail, Tram and Bus Union leader Luba Grigorovitch remembered her dear friend as incredibly inclusive and generous.
"Jane radiated goodness, kindness, optimism and compassion," she said.
"She took her role as a mother, a wife, a sister, daughter and a friend seriously."
Former Labor MP Sharon Knight fought back tears as she paid tribute to her great friend.
"We always stood by each other and supported each other through very trying times, both professionally and personally," Ms Knight said.
"Jane always stayed upright, even when she wanted to fall. She always stayed fearsome even when she was consumed by fear."
Ms Garrett has been remembered as a champion for fairness, mentor to many in the Labor and union movements, and a respected member of parliament.
She entered Victorian parliament in 2010 as the representative for Brunswick and was promoted to cabinet in 2014 before quitting as emergency services minister in 2016 over a controversial firefighters union pay deal.
That same year, Ms Garrett was diagnosed with breast cancer. It went into remission but returned in 2021.
She moved to the upper house in 2018 and last year announced she would not recontest her seat at the November election.
Ms Garrett is survived by husband James and three children, 19-year-old Molly, 15-year-old Sasha and 10-year-old Max.
