The Australian Services Union and the Shop, Distributive and Allied Employees Association will allege in the Fair Work Commission on Friday that Apple's approach was unlawful.
The unions will seek a good faith bargaining order against Apple, claiming workers had not been consulted for long enough on the new enterprise agreement, along with unions not being invited to meetings on the issue.
Under the proposed agreement, workers would receive a 2.5 per cent pay rise.
However, the unions say the rise is a real pay cut, given the high levels of inflation, with workers also subject to doing 60 hour weeks without overtime.
Unions have accused Apple of obstructing attempts to survey workers in preparation for wage negotiations, saying it breached good faith bargaining requirements in the Fair Work Act.
The tech company rejected a union proposal to extend a deadline for consultation by two to three weeks.
SDA national secretary Gerard Dwyer said he was confident of the commission siding with unions against Apple in the matter.
"The timeframes are unrealistic. The access that officials have had or should have to staff have not been satisfactory," he told reporters in Canberra on Tuesday.
Additional talks between parties on the enterprise agreement are scheduled to take place later this week.
An Apple spokesman said the company valued its staff, and offered strong compensation for workers.
"We announced our intention to form a new enterprise agreement in early August, and we welcome the opportunity for participation and engagement with our team members," the spokesman said.
"Throughout this process Apple has not set any deadlines and we will continue to hold regular meetings to share and encourage feedback."
Emeline Gaske, the assistant national secretary of the Australian Services Unions, said Apple's actions were out of step with community expectations.
"The proposed agreement from Apple may be unlawful and its attempt to ram through a substandard agreement that would leave mostly young people working up to 60 hours without overtime is unethical," she said.
"Apple's actions show us exactly what is wrong with the process of negotiating pay and conditions for workers in Australia, which is giving employers far too much power."
