Major Road Projects Victoria has been removing debris since October after floods caused the landslide that isolated the Falls Creek snow resort from its main tourist road and sister community, Mount Beauty.
Now, the Bogong High Plains Road is due to partially re-open a day earlier than expected.
Vehicles will be able to access a single lane on Monday, with works on permanent, double-lane access likely to continue for the next 12 months.
"Despite challenging weather including a one in ten years rain event, poor ground conditions and arduous haulage routes, our crews have worked tirelessly to prepare the road for restored access," MRPV said in a note to residents.
Falls Creek business owners have missed out on an estimated $90 million in trade after 19 summer events were cut due to the blockage, resort chief operating officer Stuart Smythe said.
"It's been a pretty long haul for our business operators given that they were hoping to have what was going to be our busiest summer on record," Mr Smythe told AAP.
"They're really struggling."
While no businesses have outright failed, some owners sold during the closure, which followed disastrous 2020 and 2021 due to the COVID-19 pandemic and lockdowns.
Service charge offsets provided some relief in recent months, but Falls Creek businesses weren't eligible for payments available in flood-affected areas elsewhere in the state.
"That's where they feel the inequity, with the support that just hasn't been there because it hasn't flooded," Mr Smythe told AAP.
"The cause of what's flooding is exactly the same cause of the avalanche, excessive water."
Mr Smythe was grateful for the assistance that had been offered, particularly from health services for locals struggling with mental health challenges in the wake of the closure.
The single lane will stretch for about 300m along the landslip site, and authorities have asked drivers to allow an extra 15 minutes for travel between 8am and 4pm each day as works continue.
Traffic signals will prioritise traffic going up the mountain in the morning, and traffic going down the mountain towards Mount Beauty in the evenings.
Victorian Transport Minister Jacinta Allan thanked the local high plains community for their patience.
"Thanks also to the dozens of workers on the ground who continue to work tirelessly to restore this vital transport link."
Minister for Northern Victoria Jaclyn Symes expressed relief at the road's reopening.
"The Bogong High Plains Road provides vital access to Victoria's high country and its safe reopening will help ensure local business owners, workers, visitors and the community can move freely and safely," she said in a statement.
