Fidel Tukel's previous senior role within the Comancheros plus his continued association with current members mean he is not a "fit and proper person" to be registered and teach these sports, a tribunal found.
Tukel has admitted becoming a full member of the gang in May 2011 and taking up the role of lieutenant of the Comanchero East Crew from 2013 to 2015.
He says he resigned from the group and handed back his colours in 2016.
NSW Police have been granted an order barring Tukel from owning a firearm because of his past gang links.
Because of concerns about how the Comanchero association would affect the reputation of the boxing and mixed martial arts, the state government-run Combat Sports Authority rejected Tukel's application to register as a sports person and trainer in April 2021.
On Wednesday, the NSW Civil and Administrative Tribunal upheld the CSA's decision.
"Given the evidence regarding the difficulties in leaving an outlaw motorcycle gang and the inability to verify that Mr Tukel has left the Comanchero, there remains some risk that Mr Tukel continues to be involved or may be involved in the Comanchero, even though he asserts that he is no longer a member," said NCAT principal member Theresa Simon.
"Even if Mr Tukel is no longer a member of the Comanchero, his continued association with its most senior members gives rise to a risk that he is, or may become, involved in the activities of the Comanchero."
Tukel attended the funeral of former Australian national president Mark Buddle's mother in 2018 and met up with Pasilika Naufahu, a former national commander who helped establish the New Zealand chapter of the Comancheros.
Ms Simon found that while Tukel had "sporadic and limited" contact with members of the bikie gang, it was unlikely he had simply resigned. Rather, he had stopped wearing their colours to avoid police detection.
As well as the bikie connections, the firearms prohibition order would have "reputational consequences" for combat sports in Australia if Tukel was allowed to register, she said.
Character references by three-time world boxing champion Jeff Fenech, Parramatta Eels prop Kennedy Cherrington and retired super featherweight boxer Will Tomlinson spoke in "glowing terms" about Tukel on the belief that he was no longer connected with the Comancheros, Ms Simon said.
"Nothing on the face of the references describes that the referees have detailed knowledge about the scope of Mr Tukel's activities in the Comanchero."
There was also a risk Tukel would further break the rules of the CSP as he had allegedly trained Olympian Paulo Aokuso, heavyweight Jackson Murray, and WBA Oceania title holder Luke Jackson without registration.
Tukel has not been criminally charged over these alleged breaches.
