Werner was sent off for allegedly biting Fressard in the 54th minute of the Broncos' 36-18 loss to the Roosters on the Sunshine Coast on Saturday night.
Fressard's arm was in contact with the head and mouth of Werner when the Roosters winger made the tackle. Fressard claimed to have been bitten, the Bunker reviewed the incident and Werner was given her marching orders.
The NRL match review committee referred Werner straight to the judiciary.
Werner was the first player in NRLW history to be sent off in a game, but will not be the first to appear before the judiciary for biting.
Last year former St George Illawarra winger Madison Bartlett, now with Canberra, was suspended for one game for biting then Parramatta player Sereana Naitokatoka on the bicep.
Bartlett pleaded guilty and was represented by her father at the judiciary, who successfully argued her bite was an involuntary action. Bartlett received just the one-match suspension.
Broncos coach Scott Prince said Fressard may have been mistaken with her claim.
"Any time an arm or a hand is around someone's head and in contact with the teeth, I know from experience, it actually feels like someone's maybe biting at you," Prince said after the match.
"It looked like and it felt like it was a bite but we'll have to look. If there's marks (on Fressard's arm), we'll have to trust her judgement."
Roosters coach John Strange said there were "teeth marks" in Fressard's arm.
"I'm not sure if her mouth guard is shaped like teeth. There's a fair bit of blood and teeth marks," he said.
Werner's Broncos teammate Romy Teitzel spoke to media on Monday and said the team was rallying around her.
"The club is working through that and Ash knows she has the full support of the club and the playing group," Teitzel said.
"She is a great girl and it is definitely not in her character to do something like that. She is a huge part of our club culture at the Broncos and she has our full support.
"I hope to have her out there this week. She is a strong girl and I think she will bounce back from this."
