74-year-old Raymond Edmunds is currently serving life in prison without parole for the brutal murder of Shepparton teenagers Garry Heywood and Abina Madill in 1966.
It took police close to 20 years to solve the gruesome murders, during which a notorious serial rapist was operating in the Melbourne suburbs.
Police said Mr Edmunds was charged on Tuesday over a string of rapes, indecent assaults and burglaries in Melbourne dating back to 1971.
The charges include eight counts of rape, three counts of indecent assault, one of abduction of a female by force, two counts of false imprisonment, one count of grievous bodily harm and ten counts of burglary, among others.
The incidents occurred at Doncaster, Wheelers Hill, Clayton, Edithvale, Dingley and Greensborough.
The name Mr Stinky became notorious in Australian crime due to the foul body odour described by his victims.
Police said the charges follow a cold case investigation that began in 2017, and should send a strong message.
"We won't give up and it doesn't matter how many years go past, these crimes can always be solved," Detective Inspector Steve Wilson said.
He is due to appear via video link at the Melbourne Magistrates Court tomorrow.
