The 34-year-old caught the attention of police on the Murray Valley Hwy at Cobram about 4 pm.
Police said when breath tested, he allegedly returned a blood alcohol concentration reading of 0.157.
He also allegedly returned a positive reading to methamphetamines and cannabis.
His licence was immediately suspended, his car was impounded for 30 days and he can expect to receive a summons in the mail to attend court on traffic offences.
Shepparton Highway Patrol Senior Sergeant David Gillespie said police also caught a number of drivers on the Hume Hwy between Euroa and Benalla driving at speeds of more than 140 km/h.
These included a man who was allegedly clocked by police at 149 km/h while another was caught driving at 145 km/h.
By lunchtime on Monday, Shepparton Highway Patrol officers had caught seven drivers with drugs in their system and at least one drink driver.
Police were also called to a crash between a car and motorbike on the Goulburn Valley Hwy at Kialla West on Monday morning in what police describe as a lucky escape for the motorbike rider.
Shepparton Highway Patrol Leading Senior Constable Murray Moser said a vehicle crossed into the wrong lane and hit the mirror of the motorbike driving towards it.
“It was very close to a head-on (collision),” he said.
“Potentially it could have been fatal.”
Leading Sen Constable Moser said it looked like fatigue played a “big part” in the accident.
“People need to be mindful of fatigue issues,” he said.
The 64-year-old man from the Mornington Peninsula riding the motorbike was taken to hospital with minor injuries.
The 54-year-old NSW man driving the car, who was allegedly unlicensed, will be fined.
Police were out in force throughout the state from midnight Thursday until midnight Monday as part of Operation Nexus, which targeted speeding, drink and drug drivers, distracted drivers and those not wearing seatbelts.
