The Traralgon man's mother has also vowed to turn him in to authorities if he breaches bail conditions, despite allegations she helped him to breach court orders.
Police don't want the 37-year-old to be released on bail, telling a Latrobe Valley magistrate the man was continuing to "manipulate and intimidate" his partner.
Child protection services have also expressed concerns about the safety of other children he might come into contact with.
It's alleged the man first attacked his partner in October this year, punching her in the stomach after she revealed she was pregnant.
Two days later she miscarried. It's unknown if the assault contributed, Detective Senior Constable Christine Walsh said.
Later that month he allegedly assaulted the 22-month-old girl causing her a swollen temple and black eye while in the shower with her.
He allegedly told the girl's mother she had slipped in the shower.
It's alleged that on November 12 the man seriously assaulted the girl again, causing her "horrendous" injuries including a brain bleed, haemorrhages behind both eyes, swelling to multiple areas of her face, a laceration to the back of her head and skull fracture.
He's facing 25 charges including assault and intentionally causing serious injury.
The man was supported in court by his parents and a sister, who appeared by video.
It's alleged the man's parents helped him facilitate contact between him and his partner.Â
Det Walsh said they had been captured on listening devices telling the mother not to attend the hospital where her daughter is still being treated, and to "say no comment" if contacted by police.
The man's lawyer Penny Marcou said he and the family had received death threats.
She has asked for him to be bailed to live on a family property, under the constant supervision of his mother.
His sister offered $100,000 as a surety to guarantee his compliance with bail conditions, acknowledging she knew he had a history of breaching court orders.
The man was on a community corrections order at the time of the alleged incidents, having been released from prison in February.
The man's mother has promised to call police if was to breach bail, knowing it could result in him being taken back into custody and her daughter losing her money.
"It's what she wants to do," she said of her daughter's offer.
The magistrate will hand down her decision next week.
