Victoria moves to put SEC in its constitution

"We are going to make it harder for any future Liberal government to destroy the SEC," Energy Minister Lily D'Ambrosio told reporters.

Any change to Victoria's Constitution Act requires a special majority, meaning 60 per cent of MPs in both houses are needed to pass the legislation.

Without opposition support, the Victorian government will need almost every crossbench member to vote for the bill for it to pass the upper house.

Labor promised to bring back the SEC if it secured a third term in office last year before it was returned with an increased lower house majority.

Victoria's state-owned electricity assets were privatised in the 1990s.

But under its transition plan, Labor is making an initial investment of $1 billion towards renewable energy projects overseen by the SEC in a bid to deliver 4.5 gigawatts of power to replace the state's aging coal-fired power stations.

They will be majority-owned by the state.
