The incident occurred after police were called to the southern district facility in South Australia on October 26.
While trying to arrest the man aged in his 60s, the officers used a Taser and OC spray, leaving him with minor injuries.
A complaint was made about the officers' conduct to the Office for Public Integrity that day and SAPOL was made aware of the complaint on Sunday.
SA Deputy Commissioner Linda Williams denies misconduct is an issue at SAPOL.
After assessing footage from the officers' body-worn cameras, a criminal and disciplinary investigation was launched.
The two officers have been removed from duty while the investigation takes place.
A commissioner's inquiry has been declared into the incident.
SAPOL says legislation prohibits it from divulging details of the incident because it is subject to a police complaint.
But the commissioner authorised the disclosure of some details, considering it was in the public interest.
Deputy Commissioner Linda Williams denied misconduct was a widespread issue at SAPOL.
"By and large, police officers conduct themselves in an exemplary manner," she told reporters.
"I want to reassure the community of the high standards that we expect and that we do see on a daily basis."
Four complaints were made against police staff in the first three months of the year, SAPOL revealed when it made reporting of misconduct claims public in October in an effort to increase transparency.
The incident comes after 95-year-old great-grandmother Clare Nowland died after being tasered by NSW Police in a Cooma nursing home in May.
Ms Nowland's family is suing the state of NSW over the incident in which she was confronted by police while using a walking frame and holding a steak knife.
