Collins, who lost to Ash Barty in the 2022 Australian Open final, saved both break points she faced while claiming five of McNally's service games.
Collins is the highest-seeded player remaining in the field at the inaugural edition of the hard-court tournament.
She will attempt to reach her first semi-final of the year when she comes up against 67th-ranked Anna Kalinskaya of Russia, who was a 6-3 6-1 winner against CoCo Vandeweghe on Thursday.
Another quarter-final matchup will pit eighth seed Marta Kostyuk against Anna-Lena Friedsam.
Kostyuk will be contesting her third quarter-final of 2023, after breezing through the final set to beat Madison Brengle 6-3 3-6 6-0.
The 20-year-old Ukrainian only made it as far as the last-eight at one event in the whole of last season.
The 108th-ranked Friedsam, 29, edged out Erika Andreeva 7-5 6-7 (2-7), 7-6 (8-6).
The other quarter-final matchups will pitch fifth seed Sloane Stephens against Varvara Gracheva, and Katie Volynets against Peyton Stearns.
