The Road entered the contest with a perfect 11-0 record and looked set to continue its dominance after producing a powerful third quarter to turn a two-point half-time deficit into a 15-point lead at the final change.
Congupna slammed on 4.2 to 1.1 in the third quarter, with Daniel Schaper and Samuel Poole proving dangerous targets inside 50, helping the ladder leaders surge to 9.8 (62) to 7.5 (47).
But the Eagles refused to go away. Echuca United produced a stirring final-quarter comeback, booting 3.4 to Congupna's 1.1 to reel in the deficit and force the first drawn senior game involving the Road this season.
The result leaves Congupna unbeaten but no longer perfect, ending its winning streak while still preserving its place atop the ladder - some 14 points in front of second-placed Cobram.
Poole was Congupna's most potent forward with four goals, while captain Schaper added two.
Meanwhile, Jonah Vraca, Bryden Squire, James Boyer and Tate Mifka all put in tireless displays for the Road en route to the stalemate.
Echuca United was led by Cody Haub and Sam Simpson, who each kicked three goals, while Mitchell Boyd, Max Connelly, Angus McMahon and Ryder Johnson were influential contributors.
Despite the draw, unbeaten Congupna remains very much the standard-bearing side in the competition, having now gone 11 wins and a draw from its opening 12 matches.
Around the grounds, Numurkah flexed its muscles with a crushing 99-point victory over Rumbalara, 21.17 (143) to 6.8 (44).
Nathalia strengthened its finals credentials with a 28-point win over Finley, 13.10 (88) to 9.6 (60), while Cobram delivered the most emphatic result of the round, dismantling Deniliquin Rams by 120 points, 19.20 (134) to 2.2 (14).
Mulwala rounded out the winners list with a 12-point victory over Tongala, 10.5 (65) to 8.5 (53).
