The success follows that of Linette Moore, also from Elmore Bakery, who won first prize in the same category last year and this time around competed in the professional category.
Head baker Travis Wilson said Sam had come a long way.
"Sam has shown initiative and he's come out with the goods," he said.
"If you go to any bakery, vanilla slice is the number-one seller, so to get it right is very important for a bakery. The customers who buy from our shop absolutely love them.
"Sam's been with us for about a year now and he's made a few vanilla slices. We were talking about entering the competition again this year and he's come out with the goods."
Elmore Bakery now has its sights set on the Great Aussie Pie Competition in Sydney in three weeks' time.
Fresh out of the oven, Elmore Bakery now offers smokes beef and brisket pies with bourbon sauce, as well as a tender goat and tandoori pie.
