Burgess departed the club's training base shortly after 9am on Wednesday after it emerged he and head coach Jason Demetriou were at loggerheads.
The former England international, who led the side to their drought-breaking premiership in 2014, was due to leave at the end of this year to join Super League club Warrington.
Burgess has been cherished by Souths fans, and Crowe in particular, since the Hollywood star lured the Englishman to Australia more than a decade ago.
"I don't know (what Crowe's reaction was), it's a matter for the board really," Solly said.
"(Co-owners) Russell, James Packer, Mike-Cannon Brooks all appoint directors to the board.
"These are decisions that are made by the management team with reference to the board."
Burgess, who was working as Demetriou's assistant coach, declined to comment when he left training.
Solly dismissed the implication that a club legend such as Burgess walking away so late in the season aroused suspicion.Â
Souths are on a bye this week but face the Sydney Roosters in their final regular-season game on September 1 and must win to ensure they make the top eight.
Solly insisted Burgess' dramatic exit had nothing to do with a beef with Demetriou and was centred around the former forward's personal circumstances.
"Sam's a club legend, what he did on the field speaks for itself," Solly said.
"Sam's going to Warrington next year and good luck to him, he sees himself as a head coach.
"His partner is about to give birth and he wants to concentrate on those two things.
"Sam will always be welcome at this club."
