Police allege the 23-year-old was involved in a string of incidents that occurred over five days in both Shepparton and Melbourne.
Police allege the man had gone to a Shepparton house on February 20 to buy a Volkswagen Jetta, but instead got into the car and drove off dangerously with the victim holding on to the passenger door and being dragged for about 10m.
The following day, the man allegedly produced a knife and demanded money from another person who had gone to sell him phones at a service station in Melton, according to police.
The seller ran away and was not injured in this incident, police said.
The same day, police allege the 23-year-old and a 21-year-old Mooroopna man went to the Melbourne suburb of Albion in the stolen Jetta and stole a Honda Civic from a person at knifepoint.
Police say the pair left, with one driving each vehicle.
The Civic was recovered on February 23 after it was involved in a collision on Andrew Fairley Ave in Shepparton, rendering it inoperable.
The Jetta was recovered in an orchard on the outskirts of Shepparton on February 24.
On February 23, the 23-year-old allegedly threatened to stab and shoot a person, and demanded their car keys, in Fraser St, Shepparton, before running away, police said.
There were no injuries to the person and a weapon was not seen.
The vehicle was also not stolen.
The same day, the man allegedly threatened to stab a woman in Ashenden St, Shepparton, according to police.
He allegedly demanded car keys before running away.
Again, there were no injuries to the person, a weapon was not seen and the vehicle was not stolen, police said.
Also on the same day, police allege the 23-year-old stole a Toyota HiLux from Lemnos North Rd in Shepparton North.
The vehicle was recovered in Mooroopna on February 24.
According to police, the man also allegedly stole a Holden Captiva from a person who had met him outside a hospitality venue in Wyndham St, Shepparton, to sell him the car on February 18.
Police said the exchange occurred, but no money was transferred.

The man is also charged with stealing petrol from service stations in Tallarook and Caroline Springs on February 20 and 21.
The 23-year-old Mooroopna man has been charged with 42 offences, including aggravated carjacking, two counts of attempted carjacking, attempted armed robbery, three counts of theft of a vehicle, reckless conduct endangering serious injury, driving in a dangerous manner, two counts of theft, contravening a bail condition and committing an indictable offence while on bail.
The 21-year-old Mooroopna man has been charged with aggravated carjacking, theft of a vehicle and attempted armed robbery.
Both men have been remanded in custody to appear in Shepparton Magistrates’ Court in June.
