Mr Hoare was recruited from the water industry and has led council through a substantial building phase which included the Maude St redevelopment, finalising the design and appointing a contractor for the Maude St Mall redevelopment and the Shepparton Art Museum.
Council CEO Peter Harriott said Mr Hoare had made a significant contribution to the city.
“Phil has done a fantastic job for us over four years and we will miss him,” he said.
“He was a big reason we could get through 2019 and still be able to build things like Maude St and other projects to benefit the community.”
A recruitment process will determine Mr Hoare’s successor.
Mr Hoare said he was proud of the progress the city had made during his time with the capital budget reaching $70 million a year.
“I have really loved my time with council and have been really privileged to work there in the time I have, I’m pretty proud of the progress and achievements we have made,” he said.
Mr Hoare worked at council early in his career, including being part of the project team that built the original Maude St Mall.
“I was involved in the mall when it was first installed, you know you are creating things that will be there for many years to come,” he said.
“We have just awarded the contract for the mall redevelopment and introducing slow vehicle traffic, that kicks off this week, it is tired and needs a change now.”
While major projects attract most of the attention, Mr Hoare said there was a lot of work done that didn’t get noticed like maintaining roads and drains, planting trees, and tending to streetscapes.
“Our open spaces are kept immaculately really, I think in all aspects, particularly the infrastructure department, I’d like to think I’ve added value.”
Other projects are smaller in scope but big in community benefit, like the bridge being constructed over the Broken River connecting north and south Shepparton’s shared paths and the plan to deliver a bike jumps park which local kids have lobbied hard for.
“We got $200,000 put in the budget this year for a jumps park, we hope to have it done by the end of this financial year,” Mr Hoare said.
Mr Hoare finishes on October 29 but hopes to one day return to Shepparton.
“I have loved every minute of working with Peter Harriott, the executive team and the councillors and I’d love to come back and do more,” he said.
“I’m born and raised in Shepp and this is home, that won’t change.”
