There is a precedent for this.

After the plague had decimated the populations of Europe in the 14th century, the farms with no-one to work them returned to forests.

These then devoured the CO₂, which led to what is known as the Little Ice Age, lasting until the 16th century.

While not wanting another extreme like that, I feel a balance could be achieved.

The only downside would be the poor billionaires having to find another public trough to feed off.
