The Downer Shepparton Asphalt Plant, which has already created 40 local jobs, marks a significant investment in the future of road construction and sustainability in the Shepparton region.
Downer says the plant demonstrates the company’s commitment to sustainable infrastructure, regional investment and local job creation — ensuring the region benefits from modern, future-ready roads.
The plant was officially opened by City of Greater Shepparton Mayor Shane Sali, alongside representatives from neighbouring councils, local industry and Downer’s senior leadership team.
Guests at the opening were given a guided plant tour, followed by a lunch and speeches celebrating the plant’s role in delivering high-quality asphalt to regional Victoria.
Cr Sali commended the new facility, saying it was amazing how far industry had advanced.
“Downer is known for their strong commitment to a sustainable future, taking a lead role in the circular economy,” he said.
“I have followed this project since the very first application stage, and it is fantastic to see it now in operation.
“This $15 million investment is a welcome commitment to Shepparton — both now and into the future.”

Downer transport and infrastructure chief operating officer Murray Robertson highlighted the national significance of the investment, calling it the “envy of many regions across Australia”.
“It is the right investment in the right community, and it is future-proofed to support Shepparton and beyond for years to come,” he said.
Downer transport and infrastructure Australia executive general manager Stuart Billing said the plant represented a major milestone for the community.
“The local team are custodians of an important asset,” he said.
“Their dedication has delivered a fantastic facility, and this investment demonstrates Downer’s commitment to regional communities.”
Downer Victoria and Tasmania asphalt general manager Ed Corovic said at the heart of the plant was a commitment to sustainability.
He said the plant had the ability to reduce reliance on virgin materials by up to 30 per cent, improve energy consumption by up to 15 per cent, and lower emissions.

“More than just a production site, the Shepparton plant is a key part of Downer’s national network,” he said.
Industry partner Ammann Group Australia service manager Scott Rickards also praised the achievement, commending Downer for its commitment to continuously improving asphalt production.
“Over the past 15 years, our partnership has delivered 20 plants, and this facility brings together the very best in technical innovation,” he said.
Downer state operations manager Daniel Parise acknowledged the strong collaboration behind the project, which saw 23 local contractors deliver the facility.
“Now, the focus is on working closely with council and community to build better roads across regional Victoria — creating jobs and meeting the growing infrastructure needs,” he said.
