State Member for Northern Victoria Jaclyn Symes attended the event along with City of Greater Shepparton Mayor Shane Sali and Deputy Mayor Geoff Akers.
Ms Symes said the opening was about acknowledging the staff, community and children.
She thanked Cr Sali and Cr Akers, and said they were “great partners with the state government”.
The ribbon was cut by Katie, 3.
“In 12 years of ribbon cutting, that was my favourite. Well done, Katie,” Ms Symes said.

The site sits next to Wilmot Road Primary School, allowing for a smoother transition from pre-school into primary school.
“It’s fantastic to have a combined site and to have the capacity for 130 kids is great,” Cr Akers said.
Department of Education area executive director Sharon Hensgen-Smith said the site was part of a larger expansion of places in early learning across Victoria.
Fourteen new childcare centres have opened in this term as part of the state government’s $1 billion Building Early Education Fund, which is delivering free kinder in areas of need to save families up to $2700 per child.
