Ms Neelson said while none were especially large, the potholes made the road rough to navigate.
“There’s no big ones but there are several small ones, which make it very rough going under the bridge,” she said.
She said the condition was particularly concerning for older residents who regularly used the road, as well as the risk of vehicle damage.
The issue brought back memories of a larger pothole that formed in the area following the floods.
Ms Neelson said she reported the previous pothole several times, but felt her concerns were not acted on.
She said the road was eventually repaired after further complaints, following a local resident’s serious fall on the damaged surface that required hospitalisation.
The section between Black Culvert Road and Settlement Road was subsequently resealed.
Ms Neelson said she had not reported the latest potholes to council, having lost confidence in the process.
Campaspe Shire Council director infrastructure and environment Kate Lemon said council was not aware of the current potholes.
“During the last proactive inspection of this location, completed in April 2026, no potholes at intervention level were found,” she said.
Ms Lemon said council was aware of historical reports at the location and had responded through inspections and maintenance where intervention levels were met.
However, council had not received a customer request for the exact location since 2023.
“No complaints have been raised regarding this section of Black Culvert Road following the latest grading works, completed in September 2024,” Ms Lemon said.
Black Culvert Road is classified as a rural access road, meaning it receives just two formal inspections per year — with the next one due in October.
“However, defects may occur between these inspections, which can be reported by residents,” Ms Lemon said.
Council said it had not received any incident report or notification of serious injury relating to the section of Black Culvert Road.
Residents can report road issues directly to Campaspe Shire Council via its website, either on 1300 666 535 or shire@campaspe.vic.gov.au. Council will issue a reference number so residents can track the progress of their report.
