The work involves locating necessary existing infrastructure beneath the mall surface.
The first stage of work starts on Monday and will be carried out by local firm Watters Electrical.
Minor excavation works to conduct visual inspection and obtain depths of underground infrastructure in selected areas of the mall are planned to start on Monday, October 21.
Greater Shepparton City Council director infrastructure Phil Hoare said the works would be carried out in two stages.
"These investigations aim to locate existing infrastructure beneath the surface," he said.
"Accurate information is required to ensure the design and ultimately construction is adequately planned and costed.
"The first stage will take approximately one week to complete and will involve the use of scanners to assist in determining what areas will need to be examined further through excavation."
The detailed design and business case is planned to be completed by mid-2020.
