It is also 12 months since Regional Roads Victoria conducted its own safety assessment of the crossing and said it would work with local authorities to get the problem fixed.
Nothing has been done at the site – beyond planning.
Kialla West Primary School council president Jamie Gilbert agreed plans for the $1 million project were “in the works” and they were still organising funding.
Currently in talks with Greater Shepparton City Council and Regional Roads Victoria, Mr Gilbert said he was pleased with progress to date.
“It is a long and complicated project to complete,” Mr Gilbert said.
"It won't happen overnight."
Mr Gilbert said all parties were looking into funding opportunities at a local, state and federal government level.
During discussions in January this year, RRV suggested more advanced warning signs along the highway as part short term solutions.
The group also discussed the possibility of an overpass but decided an underpass would be a better long term solution.
In May, Road Safety and TAC Minister Jaala Pulford confirmed the plans.
More recently, local Member for Northern Victoria Wendy Lovell asked constituency questions about the construction's progression in state parliament.
Ministers are required to respond to such questions in writing within 30 days.
