The Victorian Government made the changes on Monday, August 15, with the abolition of abolition of learner and probationary licence fees, as well as online testing fees.
Victoria’s new online learner permit and hazard perception tests are also now free.
More than 138,000 Victorians get their learner’s permit each year and 121,000 get their P plates.
The tests went online last year to provide more options during lockdown, and more than 90 per cent of people have chosen that option.
Car, motorcycle and heavy vehicle licence holders of all ages will also benefit from reintroduction of the Safe Driver Discount, which was abolished in 2013.
Drivers who have not incurred demerit points or committed road safety offences in the previous three years will receive a 25 per cent discount on their next licence renewal, meaning a saving of up to $73 on a new 10-year driver licence.
The Safe Driver Discount will recommence for driver licence renewals generated after October 1.
Roads and Road Safety Minister Ben Carroll said they were important savings for young people.
“Getting your Ls and Ps is one of life’s most significant milestones — and we are delivering them for free,” he said.
“This puts money back into the pockets of Victorian families and makes it easier to unlock all the opportunities that come with a driver licence.”
