It means two groups of 20 can train on a football oval or soccer pitch along with a coach and the appropriate amount of people to run a session, provided separation remains between the groups.
But AFL Victoria's small group training protocols remain, banning physical contact and ensuring 1.5 m between participants, while clubroom access remains off the cards.
The government's update also includes information regarding canteens and dining rooms attached to clubs, stating they may operate provided hospitality protocols restricting venues to 20 people per enclosed room are met.
The updates come as AFL Victoria asks the state government for a ‘return to play’ road map, with The Age reporting the organisation had written to Community Sport Minister Ros Spence.
The report stated head office had suggested contact training should begin on June 29, with games then beginning a fortnight later on July 11.
“We need to get a clear road map to return to the competitions,” AFL Victoria chairman Ray Horsburgh said.
“Some clubs, some leagues can't hang on any longer and will close up.”
