Ratepayers will also see an increase of kerbside bin collection by $1.50 as well as an increase to the recycling bin charge of $4.50. There will be no increase in the organic bin charge or environmental levy.
Furthermore, council fees and charges will increase by two per cent.
Moira Shire Council has budgeted more than $600 000 for flood mitigation and improvements to levee banks and irrigation systems.
Council will also complete the commercial waste sorting facility at Cobram landfill, plus $9 million for roads, drainage, kerb and channel works across the municipality.
Yarrawonga is going home a winner with $4.35 million set aside for the library development and $2.56 million for the stadium development.
Total expenditure will be a little under $59 million and capital works is at $22.7 million.
Grant distribution will decline from $9.7 million to $5.7 million. The budget also states council will borrow $5.2 million.
There were 26 submissions to the 2020-21 budget calling for arts funding, more pedestrian crossings and road sealing.
“It's vital during a time of crisis council provides a solid framework from which our communities will not only survive but be able to rebuild quickly and efficiently,” Mayor Libro Mustica said.
“I believe this budget will provide that framework. I would like to that all of the submitters who participated in the community consultation process particularly those who joined the Zoom meeting to speak to their submissions.
“This will be the final budget for the current group of councillors and, after the local government elections in October, the newly-elected councillors will inherit a council in excellent financial health to start their term.
“We've delivered some of the biggest capital works programs on record and our officers have an excellence in filling obligations.”
The budget detailed Moira Shire's four-year Strategic Resources Plan that will see about $74 million of works across the municipality until 2024.
