While the hearing was held last October, supporters and detractors of the facility have waited almost three months to find out if it will be allowed to continue to operate.
The Cottage will now see its planning permit approved with a raft of conditions including 24-hour staffing.
Despite Greater Shepparton City Councillors voting narrowly to close the facility last June, it has continued to operate and currently houses 18 recovering former-addicts.
The Cottage organisers believe now the planning process has finally finished they will be able to move forward, seek further funding and guarantee places for future clients.
