The draft is now open to public comment after councillors moved the recommendation at the ordinary council meeting last week.
It has been created in partnership with the Victorian Planning Authority and highlights the key objectives to deal with issues such as liveability, land supply, infrastructure, transport and water consumption.
The plan takes on board the community feedback in the Shepparton and Mooroopna 2050: Regional Growth Plan – Key Issues and Opportunities paper released in February.
In this paper, the community emphasised a need to protect and celebrate open space in the area; improved access to the river and surrounds; and the creation of more residential and industrial land supply.
City of Greater Shepparton Mayor Kim O’Keeffe said the growth plan would help maximise long-term economic, social and environmental assets in the community.
Cr Dennis Patterson described the growth plan as a “map” that shows the community all aspects needed to create sustainable development towards 2050.
Cr Bruce Giovanetti said the plan was essential for a municipality the size of Shepparton.
“It’s very important for us to ensure all of our residential, commercial and industrial needs are set out in a fashion that we can continue the growth of the municipality,” he said.
The draft plan is on show until Friday, November 1, and the community can meet with VPA and council officers to discuss it and learn more at the Shepparton Farmers' Market on Sunday, October 6 from 9am to 1pm, Woolworths/Aldi, Mooroopna on Thursday, October 24 from 10.30am to 2pm and the Coles/Kmart complex at Vaughan St, Shepparton the same day from 3pm to 6pm.
The final growth plan is expected to be implemented through an amendment to the Greater Shepparton Planning Scheme in 2020.
