Victorian families could soon find it easier and cheaper to access ADHD diagnosis and treatment, with the Victorian Government expanding the role of GPs.

Expressions of interest opened on Monday, June 15 for GPs to undertake specialist training that will allow them to diagnose, treat and prescribe medication for ADHD.

Currently, adults seeking an ADHD diagnosis must see a psychiatrist, while children require assessment by a paediatrician or psychiatrist.

These requirements often involve extensive waiting times of up to 12 months and more than $2000 in out-of-pocket expenses.

Training will commence from September by The Royal Australian College of General Practitioners, with participating GPs able to diagnose and manage ADHD in adults and children six years and older.

Victorian Health Minister Harriet Shing said the changes would improve access to care and reduce pressure on specialist services.

“Getting an ADHD diagnosis shouldn’t cost thousands of dollars or take a year of waiting,” Ms Shing said.

“By training GPs to diagnose and treat ADHD, we’re helping people get the support they need, closer to home.”

The Victorian Government estimates up to 163,000 children and 320,000 adults could be living with ADHD.

The reform is expected to be particularly beneficial in regional areas, where specialist access can be limited and patients often travel longer distances for appointments.

The announcement comes after the Victorian Coalition last week announced a plan to introduce neurological screening for all Prep students starting in 2028 if elected in November.

Seth Rogen has "no plans" to reconnect with James Franco.

The Studio star enjoyed a hugely successful partnership with his Freaks and Geeks co-star for many years, creating movies such as Pineapple Express, This Is the End, and Sausage Party together.

But their friendship collapsed after Franco was accused of sexually inappropriate behaviour by a number of women, and Rogen has admitted he hasn't spoken to his former pal "in a long time" and has no intention of working with him again.

"I honestly think the nuance of it is too personal for me to get into right now," he told The New York Times newspaper.

"It is a very personal thing. There's the public-facing side of it, which I've spoken about, and I have the same stance publicly that I've had, and I think the proof is in the pudding - I have not worked with him in years."

Rogen stressed that the "personal side" of their relationship involves people he doesn't know he should be "dragging into this", and it is a subject he is reluctant to keep revisiting.

"I don't know what I would benefit from getting deeply into it. Nothing has changed since the last time I talked about all this, and I haven't worked with him in a really long time and I have no plans to," he said.

"I haven't talked to him in a long time, no."

The 44-year-old actor reflected on what he thinks makes a good friendship.

"I think the same thing as any other dynamic: a desire to be good to one another - which again, sounds intuitive, but when I look at people who have bad relationships, the thing I notice is that they seem to be looking for every reason to not be nice to each other," he said.

"I come from a world that wasn't a macho sports-oriented environment. Everyone's parents were in therapy.

"I'm from the Pacific Northwest. We were ahead of the curve on a lot of that stuff in the '80s and '90s. I come from a group of friends who were very communicative and open and not afraid of sharing what they were feeling with one another."

Franco previously confessed that he thinks his friendship with Rogen is "over" and suggested he had made unsuccessful attempts to reconnect.

The Hollywood star - who reached a $US2 million ($A2.8 million) sexual misconduct settlement in 2021 - told Variety: "I haven't talked to Seth. I love Seth, we had 20 great years together, but I guess it's over. And not for lack of trying. I've told him how much he's meant to me".

An elderly man who had a knife when he threatened to kill his wife has been sentenced in court.

The 85-year-old man, formerly of Cobram but who now lives in another part of the state, pleaded guilty in Shepparton County Court to making a threat to kill, aggravated burglary and contravention of an intervention order intending to cause fear to safety.

The court heard the man went to his wife’s house with a hunting knife, cable ties and rope, and snuck inside after he was served with a final intervention order by his wife on July 10 last year.

He pointed the knife at her and threatened to kill her, and later told her he was going to tie her up.

He told her that it was all her fault, and that she shouldn’t have gone to the police, when she took out an interim intervention order a few months earlier.

The woman tried to placate the man, agreeing with everything he asked, including that he move back into the house, during the ordeal that lasted two and a half hours.

In a victim impact statement read to the court, the woman told how she “thought he was going to kill me”.

The incident came about after the man’s wife and a son tried to speak to him a few months earlier about being scammed online and he became enraged and aggressive about it, making them fearful of him.

When interviewed by police, the man told them he had obtained the knife to harm his wife, but said he would not have killed her.

In handing down the sentence, Judge Wendy Wilmoth also spoke of how neurological testing of the man “was strongly supportive of vascular dementia”, and that she took this into account when assessing his moral culpability.

She also said it and other medical issues would make any time in prison more onerous for the man than for a regular person.

Judge Wilmoth said the woman had been terrified during the attack and thought she was going to die.

With victim impact statements by the woman, the pair’s son and daughter, as well as the woman’s brother, Ms Wilmoth said there had been “far-reaching trauma” caused by the incident.

“You placed a vulnerable woman at threat in her own home,” she said.

“Violence does not solve problems, and your family members must be able to feel safe.”

The man was jailed for three years and six months.

He will have to serve 15 months in prison before he becomes eligible for parole, with Judge Wilmoth saying the long period after parole would help him receive services he needed.

The 256 days he has already spent in pre-sentence detention will count as time already served.

If you or someone you know is experiencing or perpetrating family or domestic violence, you can phone 1800RESPECT on 1800 737 732.

Warnings that looming tax reforms will worsen Australia's productivity malaise are overblown, financial experts say.

If anything, the reforms may boost productivity, senators heard as day one of a two-day snap inquiry into the tax changes began on Monday.

Under the changes, the 50 per cent discount for capital gains tax will be replaced with a rate tied to inflation and a 30 per cent minimum, while negative gearing will be limited to new houses only from July 2027.

That would remove distortions in the tax system and incentivise people to invest in assets that have higher rates of return, rather than a higher tax advantage, tax expert Peter Varela told the inquiry.

"Tax neutrality will always get you more productivity," said Dr Varela, from the Tax and Transfer Policy Institute at ANU.

By shifting the burden away from income earned from wages and towards assets, it would also encourage more people to work, increasing the supply of labour, he said.

Michael Brennan, chief executive of independent think tank the e61 Institute and a former Productivity Commission chair, agreed.

But he cautioned the impact would be relatively limited.

"It's not economy-changing," Mr Brennan said.

While making tax settings more neutral would boost productivity, higher taxes on capital would probably offset that, he said.

However, the proposed legislation could be improved by allowing asset holders to average capital gains over a five-year period so they weren't hit with an unnecessarily large tax bill depending on when they sell, Mr Brennan said.

Despite the scare campaigns amplified by social and traditional media, young people would not notice they were paying more tax, said Matt Grudnoff, senior economist at progressive think tank the Australia Institute.

"What they will notice is house prices remaining flat," he said.

"They will notice that as their incomes rise every year, housing becomes more and more affordable, and instead of thinking, 'I will never be able to get into housing', they'll start thinking, 'I can see the finish line, I can get there, I can own a home of my own'."

The Australian Chamber of Commerce and Industry, AI Group, the Business Council of Australia and the Council of Small Business Organisations Australia warned the measures would lower productivity and make the nation less competitive.

"At a time of growing global competition, Australia cannot afford policies that make us a less attractive investment destination," the groups said in a joint statement.

The business groups, which will front the hearing later on Monday, criticised the "slapdash" inquiry for being too short to adequately examine the changes.

Assistant Treasurer Daniel Mulino said talks were still taking place with small businesses on potential concessions to the tax arrangements.

Labor said it wanted the changes passed by July 2, when parliament rises for the winter break, but their passage is not guaranteed.

The coalition has come out against the measures, while the Greens are yet to indicate whether they will back the reforms through the Senate.

Opposition Leader Angus Taylor said the inquiry process was a "stitch-up" and the government was avoiding a genuine debate.

The Property Council of Australia said the government was yet to make the case the negative gearing changes would boost supply.

The federal government says the measures will help an additional 75,000 Australians buy their first home in the next 10 years, although the tax changes in isolation would result in 35,000 fewer homes being built.

A slight reduction in supply was a worthwhile trade-off for reducing housing inequality, said National Housing Supply and Affordability Council chair Susan Lloyd-Hurwitz.

New Zealand may not be the story everyone is talking about when they face Iran in their World Cup opener.

But make no mistake, the Kiwis are ready to vanquish 16 years of hurt.

Bar Tim Payne's bizarre rise to social media fame, the Kiwis have flown well under the radar compared to Iran, who have dealt with setback after setback on their way to the World Cup.

New Zealand haven't made it to football's biggest stage since 2010, when they famously went unbeaten in the group stage but fell desperately short of reaching the knockouts.

"It's excitement, it's a joy to be back here and we're looking forward to the challenge we have ahead," striker Chris Wood said on Sunday (Monday AEST) ahead of the game in Los Angeles.

"The biggest thing for us will be the occasion and how the players deal with it.

"Until you play on a proper big stage or a World Cup game, you don't really know what it's like.

"That'll be the big thing - how the boys can overcome that and still apply their football ability and show the world what we can actually do as individuals and as a team.

"So I think we'll be focusing on just calming the boys, keeping them ready and keeping them positive to play their own game."

New Zealand fell desperately short of qualification in 2022, losing to Costa Rica in the intercontinental playoff.

Veteran defender Michael Boxall, 37, is ready for New Zealand's return.

"Personally, I think it's an opportunity to show how far this group has come," Boxall said in a FIFA interview.

"The younger guys in this team who narrowly missed out on the 2022 World Cup were pretty heartbroken about that.

"So now we're on the stage and (can) allow them to have the stage to prove how good they are."

A-League Men stalwart Kosta Barbarouses, 36, was among those to miss out in 2010 but has made the cut this time around and is motivated to show his young kids what he can do on the big stage.

"I feel like the past six years, they've reinvigorated me and helped me on," Barbarouses said.

Barbarouses expected Iran to be fast out of the blocks and urged his teammates to match that intensity.

Coach Darren Bazeley and Wood were understandably peppered with questions about Iran in their pre-match press conference.

Bazeley insisted the All Whites had treated it as a big game, but because it was a World Cup game, not because of the Iran factor.

Nottingham Forest star Wood added: "I'm the same - all we can focus on is the football.

"Once you go through the white lines, nothing else matters and that's what we concentrate on and we focus on and what we will be doing."

Matthew Garbett (hamstring) is in doubt for the opening game.

Beleaguered Ben Stokes has found an unlikely ally in international rival Nathan Lyon, who hopes the England captain's Test career survives his nightclub saga.

Stokes and paceman Gus Atkinson were dropped for England's second Test against New Zealand and investigated internally for breaking curfew while celebrating victory in the first match of the series.

British media also reported the pair were involved in a physical confrontation with rugby player Totoa Auvaa, who was attending the same London nightclub.

The incident raised questions over 35-year-old Stokes' tenure as captain, and his international future in general.

One of the faces of England's "Bazball'' revolution, allrounder Stokes toiled with bat and ball but was criticised for his decision-making during a 4-1 Ashes series thrashing from Australia over the summer.

Test rival Lyon opted against weighing in to speculation over Stokes' future as skipper.

"I know what my comments seem to do, and I don't really feel like getting abused on Instagram," he said.

But Lyon hoped Stokes would be on the pitch in mid-2027, when Australia will fight to retain the Ashes with their first outright series win in England since 2001.

"To be honest with you, I'm really hoping this isn't the end of Ben Stokes' career. I've got nothing but respect for Ben," Lyon said.

"He's going to go down as one of the greatest to ever play the game, and I really hope that his career's not finished.

"As Australian cricketers, you want to be playing against those guys, and Ben Stokes is arguably one of the best to ever do that, especially for England."

Former Test captain Joe Root will serve as interim skipper for this week's second Test against New Zealand.

"Joe Root is arguably the best player in the world," Lyon said.

"Nothing but respect for Joe."

Lyon is nearing recovery from the serious hamstring injury he suffered in last summer's Ashes and is hopeful of being available for the home series against Bangladesh in August.

"I'm absolutely flying, I feel really good, really confident. I'm actually itching to get back bowling to a batter," he said.

Donald Trump has celebrated his 80th birthday with an Iran peace deal and a mixed martial arts event at the White House.

The US president announced the agreement with Tehran just hours before the start of Sunday's Ultimate Fighting Championship event, which was held amid thunderstorm warnings in Washington DC.

Immediately following the card, Trump was due to fly to a meeting of heads from the G7 group of leading democracies in Evian, France, where the settlement reached with Iran to end the four-month-long war was likely to dominate, with full details still to emerge.

The build-up to the cage-fighting event to mark America's 250th anniversary of independence, saw the president and UFC chief Dana White walk together from the Oval Office to the White House balcony overlooking the giant open-sided arena, nicknamed The Claw, on the South Lawn.

The national anthem was then played as a formation of fighter jets streaked overhead, sparking a cheer from the crowd and chants of "USA, USA".

Trump then took his seat close to the signature octagon cage, where the seven fights were to be held.

Among the 4000 guests in the custom-built venue was British heavyweight boxing star, Tyson Fury, wearing a Donald Trump for prime minister baseball hat.

Meta boss Mark Zuckerberg was also spotted speaking to the president during a break in the action.

Others with cage-side seats were FBI director Kash Patel, acting US Attorney-General Todd Blanche and Speaker of the House of Representatives Mike Johnson.

Tens of thousands more watched the Freedom 250 bouts on a big screen in a park close to the White House, with some having travelled from across the country for the spectacle.

It made for some incongruous scenes with fighters pictured warming up inside the formal surroundings of the White House.

While the administration said the UFC would be covering the $US60 million ($A85 million) cost, official documents show seven agencies, including the Department of Homeland Security and the Federal Aviation Administration, had "allocated significant resources and manpower" to the controversial event, which was the subject of an unsuccessful legal challenge.

A triple-zero call made hours before a wellness influencer died after giving birth at home has been played in court for the first time.

Stacey Warnecke, 30, had opted for a free birth for her first born in the presence of her husband Nathan and paid unregistered doula Emily Lal at a Melbourne home on September 29.

A free birth, unlike a home birth where a registered midwife is present, is done without any medical professionals.

Her baby boy Axel was healthy but Ms Warnecke's condition rapidly declined.

A triple-zero call made at 4.30am raising concerns about her declining health was played in the Victorian Coroners Court on Monday.

Mr Warnecke could be heard telling the operator his wife was having trouble breathing after giving birth at home.

The phone was then passed to Ms Lal who, when asked if she was the midwife, told the operator she was a "friend".

She said the new mother had been bleeding but it had stopped, while her breathing complications "kinda comes and goes".

Sounds of Axel crying and Ms Warnecke's rapid breathing could be heard in the background.

The first paramedic to arrive about 10 minutes later found Ms Warnecke lying on the floor, skin yellow, clammy and short of breath.

A large blood clot was on the ground, and she was going in and out of consciousness.

She was rushed to Frankston Hospital about two hours after the birth, where she suffered multiple cardiac arrests.

Doctors worked desperately to save her, including performing two separate surgeries - a hysterectomy to stem the bleeding and draining almost a litre of fluid that had pooled in her heart.

The hospital's entire supply of Ms Warnecke's blood type was used up, but she died from blood loss.

Ms Warnecke was described as a vibrant, intelligent and thoughtful woman, who excelled at school and had a thirst for knowledge.

After experiencing Victoria's COVID-19 lockdowns and vaccine mandates, Ms Warnecke did not want to give birth in the health system, counsel assisting Rachel Ellyard said.

She said the expectant mother had a strong wish to avoid the "cascade" of "excessive" medical interventions, invasive medical tests and a C-section birth.

"She had a deep fear of birth trauma - what would happen (if there were complications) that would have ... exposed her to interventions that she would not choose," counsel assisting told the court.

"The only way to have a baby on her own terms was to look for a free birth."

Pathologist Michael Burke, who conducted the autopsy, said Ms Warnecke died from a postpartum haemorrhage.

"It is rare for a woman to die in childbirth, a person who dies from blood loss, it is eminently treatable if recognised quickly and treated quickly," he said.

Coroner Therese McCarthy is investigating the circumstances of Ms Warnecke's death, whether she would have survived with earlier medical intervention and risks associated with free birthing.

Ms Lal will give evidence at the inquest on Tuesday.

Australia's stock exchange operator will pay a $20.5 million penalty after making a misleading statement that the corporate watchdog says risked undermining confidence in Australia's financial markets.

The deal means ASX Ltd will avoid a trial in relation to three statements made four years ago regarding the status of a multi-million-dollar project to upgrade its clearing and settlement system.

The work on CHESS involved replacing the 25-year-old technology with a distributed ledger, the same technology used by cryptocurrencies such as Bitcoin and Ethereum.

The ASX told investors in a February 2022 statement that the project was "progressing well", but six weeks later announced there was a strong likelihood that its go-live date would be delayed.

It later scrapped the project and wrote off costs of around $245 million to $255 million.

As part of the deal between the bourse operator and the commission, and pending Federal Court approval, ASX will pay a penalty of $20.5 million and another $3 million toward the regulator's legal costs.

"ASX has admitted to making a misleading statement in relation to critical market infrastructure at the centre of Australia's financial system," said ASIC chairwoman Sarah Court in a statement.

"These admissions concern the accuracy of disclosures to the market about a significant and complex project that carried real consequences for confidence, planning, and investment across the market.

"Accurate and timely disclosures are fundamental to maintaining trust in Australia's financial markets, particularly from entities that operate core market infrastructure."

ASX chairman David Clarke said that when the ASX stopped the CHESS replacement project in November 2022 to reassess its approach, it tested market confidence in ASX and called into question the nature of the statement previously made.

"I am sorry ASX fell short," he said.

Having obtained an admission to the "progressing well" statement, the commission has dropped action related to the remaining two statements.

The new CHESS system eventually went live in April, after the upgrade was first approved in 2016.

The ASX has since committed to strengthen its oversight, governance and delivery of the CHESS replacement program.

A further round of conflict in the Middle East is likely despite the US and Iran reaching a deal to end the current war, an Australian expert on the region warns.

The two countries have confirmed plans to cease hostilities and reopen the Strait of Hormuz, which before the latest flare-up in February carried about 20 per cent of the world's oil.

Kylie Moore-Gilbert, an expert on Middle Eastern politics who spent more than two years in an Iranian prison, said the pause in fighting would likely be temporary because of unaddressed sticking points.

The agreement failed to deal with Tehran's ambitions to build nuclear weapons, its use of proxies in the region, its missile program or human rights abuses, Dr Moore-Gilbert said.

"Every single reason cited for this war by the Trump administration ... has not been addressed," she told AAP.

"All those sticking points remain, and we can expect that the Islamic Republic will continue in its intransigence and resist coming to any kind of arrangement or agreement on those points.

"This is just kicking the can down the road to the next conflict."

The Australian government has welcomed the peace deal as an important step to reduce pressure on the global economy after the world's largest oil shock.

"We are pleased the agreement between the US and Iran includes steps towards reopening the Strait of Hormuz and the restoration of freedom of navigation," Prime Minister Anthony Albanese and Foreign Minister Penny Wong said in a joint statement.

"While full recovery will take time, restoring this vital trade corridor is essential to easing pressure on energy prices and economises, including in our region."

More work was needed to secure a "durable and lasting peace", the pair said, including Iran addressing longstanding concerns about its nuclear program.

At various points in the conflict, the US and Iran have announced the closure of the Strait of Hormuz, sending many countries including Australia scrambling to find new sources of fuel.

Dr Moore-Gilbert said Australia was effectively a bystander in the negotiations, with little say in what happened next.

"Whatever statement our government makes, neither side's going to pay any attention whatsoever to us or what we think," she said.

US President Donald Trump took to social media to announce the peace deal after four months of on-and-off fighting in the Middle East, triggered by US and Israeli strikes against Iran in late February.

"The deal with the Islamic Republic of Iran is now complete. Congratulations to all!" he posted on his platform Truth Social.

A defiant Nathan Lyon has phoned Australian selectors to insist he can still play every Test as he nears recovery from his "pretty traumatic" hamstring injury.

Lyon has been sidelined since tearing his hamstring off the bone in the third Ashes Test in December, but is on track to be fit for the home series against Bangladesh in August.

Australia's greatest finger-spinner is currently in the gym at least five days a week, has ridden about 700km since taking up road cycling in his recovery, and is almost back to running at full intensity.

Lyon bowled at Cricket Central in Sydney on Monday morning and plans to do so on turf wickets against batters in the coming weeks.

"It's been quite a long process from the Adelaide Test. We're probably two-thirds through it now ... it's a pretty traumatic injury," said Cricket Australia physical performance coach Ross Herridge.

"We've got markers through this process, physical markers, that we check along the way. So far he's hit all of them."

But even as the 141-Test veteran nears recovery, chief selector George Bailey has publicly contemplated whether he could still be relied upon to play every Test match.

Australia coach Andrew McDonald last month stopped short of guaranteeing Lyon selection against Bangladesh if available.

Those comments were noticed by Lyon, who memorably told media he was "absolutely filthy" with his omission from the XI for last summer's second Ashes Test.

The way Lyon sees it, he would not have gone to all this effort to recover if not to play every match, as Australia prepare for up to 21 Tests in 12 months from August.

"I saw George's comments, he's had a phone call. I've seen Andrew's comments, he's had a phone call," Lyon said.

"I wouldn't be doing all this work right now if I didn't want to play every Test match.Â

"No one has a given right to be selected for Australia, so I know I need to make sure I'm performing, doing all the right things, but I'm, head and heart, set on playing every Test match I'm available for."

Lyon never contemplated retirement during his extensive recovery period, and found an unlikely source of inspiration last month.

Canberra Raiders fan Lyon sat in the stands as NSW defied the odds to rally from 20-0 down and win the first State of Origin match in Sydney.

He turned to his wife sitting beside him to say that he too was more motivated than ever to pursue an unlikely comeback story.

"Seeing those guys being able to write a fairytale script for so many people in the crowd, and for a professional athlete, to have that ability to do that, that's really driving me at the moment," Lyon said.

"I was sitting there with my wife and I literally said to Em, 'I'm not ready to give up this, I'm missing this right now'."

Melbourne prop Tui Kamikamica is unlikely to return to the NRL this season, with his comeback after a stroke on hold following a health setback.

But the Fiji captain remains hopeful of playing in this year's Rugby League World Cup.

Kamikamica underwent brain and heart surgery in March after he suffered a stroke that left him temporarily unable to speak or move.

The 32-year-old then told AAP he wanted to return within weeks, but Melbourne officials warned it would be months before he would back playing.

Now that comeback is on ice after Kamikamica suffered a regression at training last week.

A Storm official confirmed the medical "setback" to AAP and said the burly forward was "touch-and-go" to play again this season.

Melbourne have badly missed his 110kg, 195cm presence in their forward pack in a testing season that has also seen star winger Xavier Coates rupture his Achilles and coach Craig Bellamy diagnosed with a neurodegenerative disorder.

Off-contract, that could spell the end of Kamikamica's Melbourne career, which started in 2017, playing 142 games.

But Kamikamica is a stronger chance of leading Fiji at this year's World Cup in Australia, New Zealand and Papua New Guinea, which runs for a month from October 15.

Kamikamica has been spending his recovery working alongside his best mate Eli Katoa, who also underwent brain surgery following a brain bleed after multiple concussions while playing for Tonga.

Try-scoring second-rower Katoa was ruled out for the season by the Storm following the injury in November, but is aiming to play next season if he gets a medical clearance.

Kamikamica said Katoa had been a huge support since the stroke.

"Eli was the first one to come to the hospital," Kamikamica told AAP.

"He's been right here since day one in rehab together, we're pretty much riding the same road.

"They're long days, and when you have someone, a great mate, you can talk to them, and especially he has his experience as well.

"He pretty much knows how we feel, so for him to be there, like, giving me company and stuff, that's really good for me, with my health as well."Â

Jacinta Allan is facing renewed leadership speculation after fresh polling reinforced her unpopularity as Victorian premier and Labor's electoral slide.

Victorian Labor leadership ructions have been bubbling away for months in the lead up to the November 28 state election.

Nine newspapers' bi-monthly Victorian Resolve poll was released on Monday ahead of a regular Labor caucus meeting on Tuesday.

It will be the final time the Labor caucus comes together before state parliament reconvenes in late July, unless a special meeting is called.

The Resolve poll shows One Nation's primary support up three percentage points, Labor dropping one point to 26 per cent and the coalition also on 26 per cent, down three points.

Ms Allan was dogged by fresh leadership questions last week after a Freshwater poll indicated Labor's primary vote had slumped to 23 per cent and 39 per cent of Labor voters wanted her replaced as leader.

She dismissed anonymous leadership speculation as "naval-gazing" and said she was determined to remain leader.

"I am all in for this challenge," she said on Monday.

No Labor MPs have publicly put up their hand to challenge Ms Allan, although Deputy Premier Ben Carroll, Transport Infrastructure Minister Gabrielle Williams and Major Events Minister Steve Dimopoulos have been touted.

Mr Carroll poured cold water on leadership challenge chatter on Friday, declaring he had the job he wanted as education minister.

"There will be no spill," he told reporters.

Under Labor rules, if there is more than one nominee for the leadership, separate votes would be required of caucus and party members.

Mr Carroll said the premier recognised Labor needed to lift its primary vote from the low to mid 20s and suggested the party needed to change voter perceptions.

"I am firmly of the view that we cannot be the complacent establishment," he said.

"We need to be the insurgent, we need to be the disruptor and that is how we will win in November."

Ms Allan wouldn't be drawn on whether Mr Carroll's statement resembled a soft leadership pitch to Labor colleagues.

"Our Labor team is united in working incredibly hard," she said on Friday.

Victorian Labor has not changed leaders this close to an election since Steve Bracks replaced John Brumby as opposition leader in March 1999, before Jeff Kennett's coalition lost the "unlosable election" later that year.

Labor has never secured a fourth consecutive term in Victorian government, falling short in 1992 under Joan Kirner and in 2007 under Mr Brumby.

The state coalition, whose primary vote has also taken a hit at the hands of One Nation, needs a net gain of at least 16 seats in November to govern in majority.

The Liberals and Nationals have not been in power in Victoria since 2014, spending 23 of the past 27 years in opposition.
