Katandra won through on Thursday night with a comfortable triumph against Old Students, but the Eagles' opponent is yet to be determined after Wednesday night's game between Kyabram and Northerners was called off due to wet weather.
Conflicting competition rules mean there is no clear answer as to which side will progress, and Cricket Shepparton president David D'Elia said the matter was with the association's executive.
"We’re waiting on a decision to be made, an email has been sent out through the executive," he said.
"We’ve got one rule saying the team with higher points goes through, and another that says the team with the better net-run-rate goes through.
"Kyabram and Northerners are one and the other, so the executive has got to make a decision on which rule will apply."
Northerners accrued four points in the group stage to Kyabram's three, but the Redbacks were denied an opportunity to win their second contest with their round three clash against Mooroopna also abandoned.
Kyabram's net run rate is 1.85, while the Jets' is 0.625.
A decision will be made over the weekend.
